Stormcloaks are not actually Freedom Fighters. That is one of their goals if not the main objective, other than getting rid of the Empire and possibly the Thalmor. From the first 5 mins of the game, in the cart ride, Ralof states that Ulfric is the True High King of Skyrim. Ulfric gets the Empire to renig on the treaty, opening the door to the Thalmor, then Thalmor make an example out of Ulfric, Ulfric uses the fallout from that to validate his war against the Empire for his own personal benefit. Unbeknownst to the Jarl and the Empire, Ulfric was setting them up by using the Markarth Incident as a PR campaign for his cause while at the same time, the Thalmor were setting up Ulfric to take the fall so they could execute phase# 2 for their plans in Skyrim.
